Picture a marketing team that wants to evaluate a new advertising channel. The team tries to open the platform and runs into the company's security filter. An access request is raised. Then come questions on data security, contracts, procurement and campaign eligibility.

What started, from a marketing point of view, as a small test quickly becomes a project that needs decisions from several departments.

[ChatGPT Ads](https://www.webtures.com/chatgpt-ads-management/) is one of the current examples that make this visible for large companies. Capturing the growth opportunity in a new channel takes campaign knowledge, and just as much an internal structure that can run that channel inside the organisation.

## Platform access and ad eligibility are separate decisions

As of 18 September 2026, OpenAI's official availability list includes Türkiye among the countries where the self-serve Ads Manager can be used. This condition relates to the country of the legal entity that will advertise and be billed. It does not mean that account opening, verification and campaign review have been completed. Once the account is open, Ads Manager keeps three names separate: the account name used in the platform, the brand name shown next to the ad, and the legal name used for billing and business verification. Changing the account name does not trigger a review. Changing the brand name pauses ad delivery until the new name is approved. Changing the legal name restarts the business review and can pause delivery. In large organisations, who may change each of these three names, and with what approval, should be settled before the account is opened; a brand name change close to the campaign calendar can halt delivery unexpectedly. Sector eligibility has to be assessed separately. OpenAI's ad policy dated 10 September 2026 generally prohibits financial services advertising outside the US. Insurance and vehicle loans or leasing fall within the financial services category. So a company in Türkiye being able to access the platform does not mean it can run ads for these products. This distinction directly affects budget planning in large organisations. If a product turns out to be ineligible after the technical access issue has been solved, a significant part of the preparatory work may have to be revisited.

The first assessment should cover the legal entity placing the ads, the product being promoted, the target market, the ad message and the landing page. For a company with several products, unclear categories should be clarified with the platform rather than settled with a single general verdict. Supported targeting options and delivery availability should also be checked separately during campaign setup.

## An access block calls for a precise definition of the need

An access block on a corporate network can have several causes. A new domain may not have been assessed yet. A blanket restriction may apply to the SI category. Even if the ads platform is reachable, the sign-in or authentication service may be blocked.

OpenAI's network guidance explains that domain filters and network configurations can cause access problems. That guidance covers general ChatGPT use; the connections Ads Manager needs should be verified separately in the organisation's own environment. The marketing team's access request should therefore make the business need concrete. Which employees will access which accounts, and for which task? What information will be used? When will access be reviewed?

A workspace limited to named users, logged, and approved by the organisation's information security team gives a starting point that can be assessed. The technical implementation is designed together with the organisation's security architecture and access policies.

The approach Webtures recommends is to assess the new ad channel in the following order:

| Ownership | Who prepares, who approves, who can stop? | Division of roles and pre-launch review process |
| Measurement | Which results will decide whether the pilot continues? | Success criteria, budget cap and review date |

In this model each stage produces evidence for the next decision. If eligibility is unclear, the question goes to the platform. If the data design has not been approved, the measurement integration is put on hold or a narrower pilot is considered. If commercial results fall short, the scaling decision is reconsidered.

What can speed an organisation up is deciding at the outset who makes each decision and on what information.

## Ad measurement requires a separate data assessment

OpenAI states that it does not share users' private ChatGPT conversations with advertisers. The performance information advertisers can access and the content of users' private conversations differ in scope. Sending data from the advertiser's website to OpenAI is, however, a separate matter. Conversion measurement can use the OpenAI Pixel or the Conversions API. Bringing results into the organisation's own reports has also become easier. Since 30 September 2026 the Insights API also returns attributed conversion events beyond the campaign's selected goal: while optimisation targets an event such as an application, attributed purchases can be reported separately, and the campaign's goal and optimisation setting stay unchanged. The business intelligence team can read ad results in the same table as CRM and analytics data. On 5 October 2026 OpenAI made it easier to send conversion data from an organisation's existing systems through integrations with Hightouch, Tealium and LiveRamp, and announced attribution partners such as AppsFlyer, Adjust, Northbeam and DV Rockerbox. This convenience also adds a new transfer path to the data flow map: which event passes through which intermediary layer, together with the relevant contract and retention period, should be brought into the scope of the assessment. An organisation does not answer every data question by assessing access to the ads platform alone. Forms, cookies, conversion events, integrations and retention periods also belong in scope. For the first pilot, we recommend starting with the narrowest data design that meets the measurement need. Options such as customer list uploads and advanced matching can be handled separately through the organisation's legal and information security review. The existing analytics infrastructure should also be checked for its suitability for this new use.

## Brand safety assessment is still at pilot stage

Corporate procurement processes often require independent verification for a new media environment. OpenAI's placement rules assess whether a conversation is suitable for ads and do not show ads in emotionally sensitive or inappropriate contexts. For narrow restrictions specific to a brand's own policy, eligible advertisers can set Negative Phrases, a list of excluded expressions.

On independent verification, OpenAI is developing brand suitability assessment pilots with DoubleVerify and Integral Ad Science. The partners assess how safety standards are applied in a controlled test environment, without access to real user conversations. Until the pilots deliver results, the organisation's decision file should state this plainly: which rules the platform applies, which phrases the organisation wants to exclude, and at what budget cap the pilot will run before an independent report arrives.

Bringing in external operations support can reduce the organisation's day-to-day workload. For that to work, account ownership, access rights, content approvals, budget limits and reporting arrangements must be clear.

In the division of roles we recommend, the marketing team sets the goals, and the operations team runs campaign preparation, optimisation and reporting. The legal and compliance team assesses the relevant obligations. The information security team handles access and data controls. The internal project owner tracks these decisions.

Instead of an open-ended approval process restarted for every ad, the organisation can set up an operation that works within predefined limits. Which changes require fresh approval is also part of this design.

## The first pilot exists to produce enough evidence for an investment decision

Running ads on a new platform is not, on its own, a sign of commercial success. The pilot should be designed so that the organisation can make its next budget decision.

To start, the organisation can choose one product group, a defined target market, a limited number of approved messages and a fixed budget. The campaign launches once the organisation has accepted the measurement design.

Beyond impressions and clicks, the review should answer these questions:

- Are incoming leads at the quality level the sales team accepts?

- Is the cost per qualified lead or per customer acquired within accepted limits?

- Is the team time spent managing the campaign sustainable?

- Are the results consistent enough to compare with existing channels?

- Is there enough data to continue, change course or stop?

The time from setup to launch and the number of revisions needed for approval can also be tracked. That way the organisation assesses both the ad channel and its own way of working.

Pilot length should be set by conversion volume and the sales cycle. Drawing lasting performance conclusions from a handful of clicks or applications does not produce a sound investment decision.

## Paid visibility and organic SI visibility should be planned together

Organisations with limited ad eligibility can keep examining how they are represented in SI environments. Accurate product information, a clear account of scope and exclusions, up-to-date official sources and the detection of incorrect information about the brand are all part of this work.
